Arctic Forum Foundation cooperation in the Barents Euro-Arctic Region: Kirkenes/Murmansk, 21-24 October 2012

Arctic Forum Foundation’s Secretary General Steffen Weber made a quick tour of the Kirkenes-Murmansk EU Border Region, attending meetings with Barents area regional organizations in Kirkenes on 21-22 October and continuing with the conference “Transport and Logistics Solutions in the Northern Dimension Area from the Development Perspective of the High North Region” on 23-24 October.  Mr. Weber met with key actors in the region, and took part in discussions generally dedicated to issues of Barents regional development and Euro-Russian cooperation in the Arctic. The Arctic Forum Foundation at Global Economic Symposium, Rio – Exploring Energy Resources in the Arctic Ocean: finding a solution

The Global Economic Symposium held in Rio on October 16 and 17, 2012,  gathered policy-makers, academics, business leaders and civil society to seek solutions to the world’s problems that have become global. A panel on the Arctic addressed the issue of exploring energy resources. Among experts invited, the Arctic Forum Foundation emphasized the need for a holistic approach in dealing with the global issue of energy resources. “Evaluate Arctic drilling” was one of the most popular solution proposals of the Global Economic Symposium. Riga Security Conference, Sept 14-15 2012: Highlighting Arctic Resources and Regional Security in the Company of Artur Chilingarov

 Arctic Forum Foundation Secretary General Steffen Weber joined The Riga Conference 2012 as part of a panel discussion on Arctic resources and security in the North Sea and Baltic Sea regions moderated by Mr. Andreas Klein, Konrad Adenauer Stiftung Representative to the Baltic States. Joined by Prof. Nikita Lomagin, Deputy Head of World Economy Department, Faculty of Economics St.Petersburg State University, Ambassador Gustaf Lind, Swedish Ambassador for the Arctic and Ms. Alyson Bailes, Visiting Professor, University of Iceland in Reykjavik, the panel discussed the increasing geopolitical risks associated with dramatic climate change and the relative effect it may have on arctic regional security.  There to present the Russian viewpoint was none other than Artur Chilingarov, Special Representative of the President of the Russian Federation for international cooperation in the Arctic and Antarctic. Future challenges and opportunities in the Arctic discussed during the high-level conference – Arctic Future Symposium 2012

No race for resources, a need to adapt to climate change and a call for more cooperation in the Arctic were some of the conclusions of the Arctic Futures Symposium 2012. The conference took place in Brussels on the 4th & 5th October and was the third annual conference organised by the International Polar Foundation in partnership with the Prince Albert II of Monaco Foundation. The conference gathered leading researches and experts, policymakers, Ambassadors and government representatives from the EU and Arctic nations, Arctic indigenous peoples and industry representatives. The delimitation process in the Central Arctic Seabed: Sovereign rights or a condominium or res communis omnium?

This paper focuses briefly on the positions and practices of the Arctic coastal States within the ongoing process of delineation of the outer limits of their continental shelves in the Arctic seabed. Namely, it particularly takes into account the seabed under the North Pole (the Lomonosov ridge) rich with energy resources which stretch across the Arctic Ocean and separate the Amerasian Basin from the Eurasian Basin.
