The third SAO meeting under the Swedish Chairmanship took place immediately following the NGO Forum on the Arctic Oil and Gas industry and the EU at the “Folkets Hus” in Haparanda – a border town rich in symbolism as a space of cooperation. Arctic Forum Foundation’s Secretary General, Steffen Weber, participated as an observer as those in attendance were informed of the suspension of RAIPON by the Russian government; discussion focused on the potential ramifications of that event (RAIPON has since been re-instated following some amendments to their charter). 

Following the SAO meeting, Secretary General Weber, continued on to Helsinki for separate meetings with the Finnish Ministry of Foreign Affairs and select members of the Finnish Arctic business community, some of whom discussed further cooperation with Arctic Forum Foundation. Mr. Weber was also able to meet with members of the Finnish Parliament and various think tanks who happened to be in Helsinki at the same time.
